TOWN MEETING

Celebrian entered the hall, eyes wide, actually surprised to see how many people actually turned out. She took a seat near the rear of the building.

Lothiriel is seated towards the front, arms crossed and green eyes set intently on the floor. Go her.

Faramir, meanwhile, is leaning on a pole towards the back with his arms crossed. Why'd he come, again...? There had to have been a good reason.

Pippin had stationed himself near the front as well, mostly due to his height. He was looking with a modicum of curiosity at the faces around him, but saying nothing.

The tapping of Rieka's staff could be heard as she neared the hall

Finduilas remained in her seat, watching all those who entered around her, occasionally scooting to make room for others.

She entered the hall, taking a moment to look around

Lothiriel spotted Finduilas in the crowds, and so stood and made her way over to her. Once seated in the chair beside her aunt, the once-queen of the Riddermark seemed much better settled.

Rieka moved to the far side of the room and took aa seat.

Nimloth entered the hall and remained standing in the back, by the door. She definitely preferred the solitude of a forest to crowds.

"Quite a crowd," Finduilas tilted her head a bit, "I don't think I realized there were so many people in the city."

"Yes," she nodded, looking around. "...So many people seem to be concerned about the city. It is wonderful."

After feeling enough people had been present, Celebrian decided someone might as well get this thing running. She slowly, and carefully, made her way to the front of the room.

Rieka's gaze followed Celebrian. "So we are starting?" she said, half to herself.

She looked back to Rieka, with a smile and a nod. "Join me at the front? I may nee dyour help."

Rieka nodded, taking up her staff and following Celebrian. "I'll be glad to help."

Pippin smiled a little as he saw Celebrian making her way past his seat. He recognized her from his first day in the city, and was glad that it seemed to be her who was running the show- or, at least, starting it.

Faramir seemed to take more interest in the meeting, now that somebody was starting all of it. A small smile crossed his lips as he realized that it was Arwen's mother.

She gave a slight sigh of relief, glad she wouldn't have to do this alone, seeing as her husband and son decided to take a trip or what not.

"Well, how do we want to do this?" Rieka said quietly

Findulas smiled a bit, more than happy to see the women take up such a task.

Celebrian shrugged. "I'd imagine not by being shy?"

Rieka nodded and tapped her staff on the floor loudly

Lothiriel looked up from twiddling her thumbs, a bit of expectancy in her eyes.

Faramir moved his eyes to the two women, sighing slightly. Well, it begins.

Nimloth looked around in search of familiar faces -- not that she knew many people in the city, but maybe there were some from before whom she had not met yet. No such luck. She approached a mortal man who was watching the front.

"Go ahead," Rieka said as the room began to quiet.

"What exactly will be discussed here?" she asked

Celebrian blinked a bit, watching everyone's eyes move up. "Well," she chuckled, "Welcome, everyone. I'm glad to see so many of you join us this afternoon."

She raised an eyebrow, "Well, the future of our home, mostly."

Nimloth blushed. Her question had been directed at the man, and not to the women in front.

Rieka nodded. "The Valar have hand picked everyone in the city. We should do something with that advantage."

"Anything in particular?" Finduilas asked, arms crossed across her chest. "That sems a bit vauge to me - to do 'something' that is."

Rieka looked around. "That is not a decision for one being to make."

Celebrian nodded. "And before we share our ideas, we would like to hear from everyone else."

Rieka nodded. "It must be a group effort."

Slightly unnerved by the somewhat slow beginning, Fëanor leaves his place near the door to walk closer to the front. He stops at a fair distance - no reason to get too close this early - but at a distance at which he has better hopes of hearing, and being heard.

"A group effort, you say?" he repeats, looking around at the gathered citizens. "But not many here seem to be willing to make much of an effort, hand-picked by the Valar or no. Maybe you should begin with your ideas, to encourage them into taking part?"

When there is no immediate response, he volunteers, "My suggestion would be a small group, a senate, in charge of important decisions. Not that others shouldn't have a say in this, if they wanted -" he looks around again, "- but so we have someone in charge, to turn to with suggestions, complaints or whatnot. Because it is never a big group of people that sets things into motion; it is always one person or a small group."

He is quite sure his proposal will be rejected, but at least he has had his say.

"This does sound like a good idea." murmurs Treebeard, stooping so that he could enter the hall. "A small group of leaders, willing to set things into movement. Wise enough to make good decisions, and motivated enough to put those decisions through. As well as having their best interests for the people." He shifts his large frame to scan the group of people in the hall and gauges their response, "But take your time to discuss things like this, such things should not be done hastily."

"Aye," A gentle voice said from the far corner of the room.

"A single council created of each race...so that all can be represented and conflicts delt with unprejeducedly."

Elrohir's pale, silvery eyes scan the room quietly. "And I insist that none feel pressured into such a responsibility. It would be well to balance the tasks...so none feel overburdened."

Surprised that, so far, he has heard only assent - probably they have not recognized me - Fëanor settles back and even manages to bite back an impatient reply at the Shepherd of the Trees' call for "not doing things hastily", although it cannot go fast enough for him.

Aragorn, who has only listened interestedly so far, nods and joins in. "Definitely. And the two embassadors of each race should be nominated and elected by all citizens, for a limited period of time - a few years, maybe."
Inwardly, he smiles at himself. Didn't you want to keep out of anything that looked like politics this time? But there you go again.

"And while we're on equality," Finduilas' voice rang after the former king, "if nominating two, from each race, why not one male, and one female." Her brow raised. "Seems only fair, to me."

He smiles. "That, too, is a good idea." He looks around until he finds his former steward, leaning against a pillar. "I nominate Faramir to speak for mortal men, if he is willing to accept this office. I know from experience that he is qualified perfectly for it."

Faramir looked up and pushed himself off the pole he was leaning on. He gave Aragorn a bit of a disbelieving look, "...Me, my lord?

"Surely you are the better choice, Elessar, for you were King, and I was simply Steward of Gondor."

With a grin, he makes his way to Faramir so they can speak without disturbing the others.
"Nay, Faramir. This time, I do not wish to hold a ruling position. But I would be more than happy to see you hold a seat in the council - truly, I cannot imagine any other man so apt for this task. But if you do not want to go into politics again - well, I understand."

Lothiriel seemed uninterested in the meeting until the moment her name was said. She looked up and around, a confused look in her eyes, "...I, aunt Finduilas?"

Elrohir stands quietly by the wall, his pale eyes studying the faces which surround him. Some he recognized in his life while others he had only heard tales of or seen their names upon parchment. 'Twas an odd experience to be standing amoung so many whose deeds where whispered or reveled long after their life had passed. To be standing here with them in a world remade discussing leadership. A soft smile touched his lips as he spotted Estel speaking up, concerned as always, yet wishing to be humble.

He tilted his head and listened to the conversations raptly.

"Mayhap, every two weeks at the commence, and as our population grows they may meet as need requires?" he suggested at the Istar's question.

He pursed his lips thoughtfully, "Mayhap a list should be compliled as well of issues that have need of address for the first meeting, for I have questions and concerns, as many others must...though, I fear I am getting a head of things with that."

"Perhaps," Mused the Istar, "We should do nominations over the next week. Post a box in the center of the city. You write down a name, and we tally the end results. If the winner accepts, they may be on the council, if not, we move to the next."

"And who are these 'we'?" asks Fëanor indignantly. "And how will the rest know just how you tallied the end results? No. I say we should do the nominations here, as well as the voting: With everybody attending and openly declaring which candidate they wish to support, so we can all see how the results come into existence. Everything else is not reliable."

"And you think they will have a say, if they did not even come here today? But if you want to hear them, fine, but call for another public meeting then, rather than tallying the votes in a secluded group. We don't know each other well enough to trust any volunteers, do we?" He is not willing to give up that quickly.

He raises his eyebrows. "To be honest, lady, I do not know anyone here enough to decide who should hold any position. Your face seems familiar, but I cannot remember whence I know you. The only person I have talked to long enough to dare say I know her would be - see, I do not even know her name, though to me she is known as Lossë."
He looks pointedly at Nimloth. "But I doubt she would be fit for a seat in the council. And I cannot imagine anyone would want me." He laughs, briefly, maybe somewhat bitterly.
"Nay, I merely wished to point out that, since we all hardly know each other, the best way to do the voting would be here and now, with almost everybody gathered, so one can at least see the people nominated and form an opinion on them."

He laughs again, quietly, before he sobers, sighs and walks a bit closer to the front of the room. He bows curtly, then looks straight at her (better than to look at the crowd, that).
As calmly as he can, he replies, "There are certain things in my past that might... frighten people off, I'm afraid."

She turned her head a bit, eyes narrowed, more in speculation than anything else. "I see...well." Celebrian nodded to Fearnor, and then turned to the istar beside her. "I am sure your adar would more than approve of a position ont he council, Elrohir. I would also nominate Elrond for a council position. Though, I am not sure of Elrohir's nomination of myself. And we see to have two nominations for the race of man."

It takes some time until Nimloth has found the courage to stand forth and reply to Feanor's words, but when she has moved in front of the crowd, she feels her old confidence from the days of Doriath returning. Her words flow forth without hesitation.

"Some of you may know me, and some of you may not, but as Lord Feanor said, as Lossë I shall be known. He may hardly see me fit for a seat in this council, yet as he so wisely pointed out, he does not know me well. I do have enough experience to be nominated, and I volunteer."

She meets Feanor's eyes boldly, even with a certain challenge sparkling in her own.

"As for Lord Feanor himself; he too, has been given a second chance, as we all. It may be that his past was touched by more darkness than light, but what better way is there to show he changed than to let himself prove it in service for this new city? His suggestions so far have been most excellent. I herewith nominate him."

He cannot suppress a sharp gasp of surprise. Soon enough, however, he catches himeself. Half turning to Nimloth, but avoiding to look at her, he directs his reply into Celebrían's direction.
"Most gracious, I am sure. But I still doubt this city will permit me to serve it... as a counsellor." He pauses, then says, "Fine. We have two nominees for the mortals, so there will be no need to vote unless anyone else is nominated. We have four for the Eldar - unless we shall have extra councillors for all our divisions, we will have to decide on two of them here. As far as I know, there are but two of the Maiar here-" he looks at Rieka, then searching in the crowd for... Sador "-which does not leave us much choice. I do not see many dwarves either. So, why not do the voting here instead of later? There is not that much voting to do."

Having said this, he fully turns to Nimloth, speaking to her very quietly so only she can hear.
"What do you know of darkness and light, child of the sun? And what of me, that you speak thus of and for me?"

"We will see how well this city receives you, and how much permit as a counselor you will be granted. If any... yet I do not doubt there are some here who know your worth."

Nimloth nods slowly, and says after a moment of contemplation. "I like this idea, except for one obvious flaw. There are not many dwarves, none of whom has volunteered to speak for their race, and neither has the Lord Sador for the Maiar. I do not like the idea of burdening them with an office they would not want to carry out. Neither is it a good idea to leave those races out of our council, for it might sow first seeds of unrest. I propose we vote now, and with the preliminary council hold another meeting to fill in the missing positions."

Having said that, Nimloth steps back a few paces. She turns to Feanor, and, no less bold than before, replies, "I have long lived in both shadow and light, and I know the tales of old. Are you not called greatest of the Noldor? That alone should be indication enough of your great potential. Yet please, call me not child of the sun. I am not mortal. I am a child of moon and stars, and the dark woods."

"Nonetheless, you have been born in a sunlit age, though you are a child of the children of the stars. Yes, in shadow you have lived, and light you have seen; but no ray of the ancient lights has touched you, now have you seen the great darkness when they died."

Although he would never admit it, her boldness makes him nervous: Certainly that must mean that she has some cunning secret plan. He does not like it when other people have cunning secret plans.
